KYLUN figure from the X-MEN figure range released by TOYBIZ in 1994. 
These figures stand at  approximately 5" and feature multiple points of articulation and is packaged in a 4-color blister with X-Men Trading card.
Figure is in perfect condition and is still carded, the blister is coming away from the card slightly from the bottom upwards and I suspect it may have been opened from the bottom and resealed . 
Still displays nicely as a carded figure for your collection. Difficult to find in the UK.
